Dr Welland Chu is a Cybersecurity, Privacy, AI & Digital Risk Advisor with 33 years of experience guiding governments, regulators, law enforcement and global financial institutions on cyber resilience, digital trust and technology risk. He combines strategic advisory capability with deep expertise in Risk Governance, Post-Quantum Cryptography, Cryptographic Key Management, Human and Machine Identities, Digital Resilience, Privacy Protection, AI Risk Management and Independent Risk Assessment. Welland is the Founder and Director of SPEOC Co. Ltd., which provides solutions and consultancy service. In parallel of running SPEOC, Welland serves as President of the ISACA China Hong Kong Chapter, Standing Committee Member of the Office of the Privacy Commissioner for Personal Data, and Expert Panel Member on AI-driven Cyber Risks at the Financial Regulator. He has led major security programmes across Asia, secured over 80% of Hong Kong’s traditional payment and virtual asset trading platforms, and received the Cyber Security Professional Award in 2026.
